Appropriations Bill Aims to Exempt Clean Water Rule from Public Comments

The House Appropriations Committee passed a fiscal year 2018 energy and water appropriations bill this week that includes a policy rider that would allow EPA and the Army Corps of Engineers to repeal the 2015 Waters of the U.S. Rule without following the Administrative Procedure Act (APA).

The controversial rider would allow for an expedited repeal process without opportunity for public comment or an evaluation of the costs of repealing the rule.
